A copy of any despatch being transmitted for the information of the General Officer Commanding Royal Engineers, I have since been favored with the enclosed remarks on that despatch by Colonel Lovell Commanding the Royal Engineers.
6. In reference to the assertion that no record whatever exists of any consent on the part of the Colonial Authorities to a Southern boundary higher than the boundary stones marked on the plan signed by the Governor Sir George Bonham on the 19th February 1853.
Colonel Lovell produces a document dated 15th September 1853 and addressed to the respective officers of Ordnance, in which the Governor is represented by the then Commanding Royal Engineer as having consented to the arrangement of the limits of the Cantonments at Stonecutters Island therein defined, and according to that document the 300 feet contour above high water mark does constitute part of the Southern Boundary.
Now it is to be remarked that no copy of this detailed definition of the Boundaries has ever been supplied to the Colonial Government.
